Question on Pre-Swing Fundamentals:

I hear about the pro's targeting a specific quadrant of a green. When they do this, and align themselves, are they more focused on immediate alignment a few feet in front of their ball or are they focusing on the quadrant they are aiming for?

That strictly depends on the player. If the player is one that uses an intermediate target, he or she is most likely using that intermediate target to line up. I call this free cheating and I really don't know why everyone does not do this. Some players I guess are more comfortable looking at and aligning to a target far away, but I feel it is much more difficult.

Once they are aligned, all players should put their focus on their target which in this case as you stated, is a quadrant of the green.

Be sure to spend some time practicing alignment on the driving range so that when it comes time to utilize it on the course you are very comfortable and won't second guess yourself.
